Whitehall 1212 - The Case of Dr. Duncan Allen

In Ottawa, at the Royal Canadian Mounted Police Headquarters, Inspector John Miller is speaking to a representative of the Canadian Ministry of Justice. Miller asks "do you know a man named Igor Covenko?" The representative says "yes, may I ask why?" Miller says "Because he is sitting here in my office".  The representative says "I must warn you, Inspector. He is a very dangerous man". Miller says "he says that he was in to see you this afternoon. He's employed in the Russian Embassy and walked out of the code room with some highly secret documents. He brought these documents to the Ministry of Justice, and was told to go home and stop bothering you. Is that true?" The representative says "we told him we could engage in no negotiations with someone who is not a representative of a foreign power with whom the British government are not at war.
